The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from different nations. Considerable effort is expended on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from assuming that the situation will not shift further in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.

Current Realities

Objectively, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
